Selmet fined $62,290 for hazardous waste violations

The Oregon Department of Environmental Quality has fined an Albany manufacturing company $62,290 for hazardous waste and used-oil management violations.

Selmet, located at 33992 7 Mile Lane SE in Albany, manufactures titanium castings and machined parts for the aerospace industry.

In April 2021, DEQ investigators found that the “boneyard” at the facility stored numerous drums of unknown solid and hazardous wastes, which had been abandoned there for about a year and posed a risk to workers and the environment.

Three of the violations found in April 2021 were repeat violations from a previous enforcement action.

The company does not have a solid waste disposal site permit or a permit to treat, store or dispose of hazardous waste.

Company officials did not immediately respond to an interview request.

The fine was among four the department levied during May, totaling $78,040.

Recipients can appeal their fines by requesting a hearing within 20 calendar days of receiving their penalty letter. DEQ sometimes reduces or eliminates fines after appeals. Recipients also may be able to resolve part of their penalties by completing or sponsoring an environmental project instead of paying a fine.

DEQ also issued an amended notice of civil penalty and order to J.H. Baxter and Co. in Eugene, adding new violations that include storing hazardous waste longer than allowed, failing to properly label containers of hazardous waste, and allowing untreated stormwater overflows in December 2021 and January 2022.

The amended order supersedes the original notice that DEQ issued on March 3, 2021.

The total penalty increased from $223,440 to $305,440. The wood treatment company appealed the original notice and may amend its appeal.
